POSITION OVERVIEW:
This is responsible work under the direction of the Property Management Division. This position is responsible for providing access to a complete complement of services and programs for residents of all ages and with varying needs and interests. Work involves planning, coordination, working with other agencies, as well as direct provision of services and programs.
ESSENTIAL DUTIES AND RESPONSIBLITIES:

- Assists in the management of pests and vermin (including but not limited to Bed Bugs, Roaches, Fleas, and rodents) by proper observation, reporting, and follow-up.
- Attends work with regularity and punctually and recognizes that attendance is an essential duty and responsibility of this position.
- Works with residents on matters of home and family maintenance.
- Establishes goals and objectives. Responsible for planning and implementing weekly/monthly programs for residents.
- Plans and delivers or arranges services and activities needed by the residents, such as meal preparation, personal care, bill paying and grocery shopping.
- Interviews and counsels residents. Assesses needs and maintains updated family data. Works with residents on matters affecting their residency.
- Plans and schedules a full range of activities in the Community Center(s), emphasizing activities conducted by outside agencies, groups and volunteers. Planning is done in cooperation and coordination with management staff on site.
- Develops programs and activities to meet the needs of divergent groups, including age, physical ability and cultural differences for delivery by staff.
- Visits residents in their homes, particularly visiting new residents, and makes them aware of services and programs and to familiarize them with the area.
- Makes follow-up housekeeping inspections and assists housekeeping and other training efforts. Goes to see residents and works with residents if rent is late or if referrals are received from another department or outside agency.
- Plans programs and services and oversees the delivery of the programs and services.

- Works with painting, cleaning and other contractors as needed.
- Explains maintenance charges and recommend adjustments to Property Manager.
- Work performed in a positive, welcoming and friendly manner.
- Assists with inventory, helps prepare and maintain reports.
- Directs inquiries to the appropriate staff, records information and explains policies and procedures.
- Assists with requisitioning and record keeping.
- Assists with new move-in and with move-out inspections.
- Assist in the orderly operation of the maintenance shop, including maintaining inventory with proper organization.
- Reports to immediate supervisor any items requiring maintenance, as well as any unusual or unsafe conditions.
- Performs property & unit inspections (exterior, interior and Housekeeping).
ADDITIONAL RESPONSIBILITIES:
- Works with the elderly, the handicapped, families and youth.
- Works in conjunction with and cooperatively with Authority staff and other agencies in the planning and development of services and activities. Regularly meets with Property Manager and addresses community and resident needs identified by all Authority departments. Jointly plans with the Property Managers programs/activities to meet the residents and the Authority’s needs.
- Develops and maintains cooperative relationships with resident’s family and others, in order to establish goals and objectives. Monitors resident’s situation and progress toward accomplishing the defined goals and objectives.
- Provides daily, weekly, and/or monthly reports as needed.
- Inspects facilities where programming is held (building, grounds common areas) at least once weekly or daily to determine general conditions and to ensure proper upkeep.
- Oversees work done by contractors for cleaning and maintenance of programming facilities as needed or assigned.
- Maintains programming, participants and vendor records. Ensure records are up-to-date.
- Acts on referrals made from Authority departments and outside agencies.
- Makes referrals to agencies and follows up to see that needed assistance is received.
- Assists in preparing program submittals for Resident Services.
- Contributes to or produces resident newsletters, works with and supports the Resident Association, including meeting with them, planning activities, etc. Prepares monthly calendars.
- Provides direct services, including limited one-on-one service when appropriate.
- Addresses community needs in cooperation with other Authority staff.
- Develops a caring, supportive, active environment among the residents. Creates a climate of good customer service and appreciation of new residents and responsible residents.
- Handles problems and conflicts that arise.
- Establishes effective working relationships with various service providers that will provide various direct services to residents.
- Helps promote on-site programs and services offered by others.
- Seeks agencies, volunteers, etc. to provide programs and services to the community. Encourages their participation.
- Develops specialized knowledge or skills in certain area(s) as assigned.
- Participate in Decatur activities to represent the Authority, to develop relationship, to represent the residents, etc.
- Helps develop and maintain a positive welcoming environment.
- Work on weekends can sometimes be required.
- Requisitions and justifies the purchase of supplies and equipment for program use.
- Responsible for maintenance and upkeep of Authority owned vehicles.
- Preforms related work as assigned.

- Knowledge of community agencies serving the needs of lower income families.
- Ability to coordinate planning and program implementation between agencies and to recruit volunteers and other outside assistance.

EDUCATION AND EXPERIENCE:
- Graduation from an accredited college or university, with a degree in the social sciences (sociology, psychology, counseling, or education), or related field. Training in specialized areas is desirable.
- Any equivalent combination of education and experience will be considered.
- Specialized training in a specifically related field or grant writing is desirable.
- Training in computer input, software programs and use of at least 1 year.
- At least two years’ experience in preparing and processing detailed paperwork utilizing computer systems.
PHYSICAL REQUIREMENTS:
This position is required to work in an office setting that is generally accessible to the mobility and sensory impaired. The incumbent must have the ability to utilize standard office equipment and access files and documents. The incumbent must have the ability to lift up to 20 pounds. Must be able to work while seated for extended periods of time.
SPECIAL REQUIREMENTS:
- Must be bondable.
- Possession of a valid State of Georgia Driver’s License.
- Must be insurable by the Authority’s fleet insurance carrier.

The Decatur Housing Authority was established in 1938 with its primary focus being on building housing for low income households. Over the years, the Housing Authority has expanded its focus to include the revitalization of the Decatur community as a whole through the renewal and redevelopment of substandard housing, as well as improving facilities in the downtown area. The Authority is now expanding its efforts to revitalize & redevelop into the newly designated Columbia Park area of East Decatur.
